The Department of Administrative Hearings was established through County ordinance 09-O-03 on December 3, 2008, effective January 1, 2009 as proposed by President Todd H. Stroger.  Administrative Hearings provides an independent central panel of adjudicators authorized to conduct administrative adjudication proceedings for departments, agencies, boards, and commissions of the County.

Administrative Hearings administers the adjudication process for the Revenue Department and will soon include departments including Building and Zoning, Environmental Control, and Animal Control.  Violation cases from these agencies will be removed from the judicial court system and be heard administratively which will not only free up State’s Attorney time, but also reduce the amount of time department enforcement officers need to be in the courtroom and improve staff efficiency and productivity.

Administrative Law Officer Application

Effective immediately, the Cook County Department of Administrative Hearings is accepting applications for administrative law officers. Administrative law officers will be selected to hear cases related to various areas of County government including tax, building code, environment, public health, etc. It is a requirement that all applicants for administrative law officers must be lawyers and duly licensed in the State of Illinois for at least five (5) years.
